What is a ticket pool?

The ticket pool is the maximum number of tickets a lottery is allowed to sell, set by its permit. If every ticket sells, your odds for one ticket are one in that number.

A smaller pool means better odds per ticket. When a lottery does not sell out, fewer tickets are in the draw and the odds for each ticket are better than the published maximum suggests.
