What is a gaming licence or permit?

A charity lottery in Australia needs a licence or permit from the gaming regulator in its state or territory. The permit sets how the lottery is run, sold and drawn.
The permit number is usually printed in the lottery's terms and on tickets. It also decides where tickets can be sold, which is why some lotteries are closed to residents of certain states.
